Brazil may assume the ICAO General Secretariat

An experienced representation with a global vision of the aeronautical universe and natural leadership. Brigadier Ary Rodrigues Bertolino, current Aeronautical Advisor to the Brazilian Delegation at the International Civil Aviation Organization (ICAO), in Montreal - Canada, meets these and other requirements established by the entity to be designated as its next General Secretary. With extensive professional experience in managing complex organizations at regional, national, and international levels and managing human, computational and financial resources for the benefit of the Member States of the Organization, Brig. Bertolino exercised in Brazil the Deputy Director of Operations of the Department of Airspace Control (DECEA), which earned him the appointment to join ICAO. Synonymous with achievements, great executions, exemplary leadership, and leadership, he has in his curriculum important nuclei and organs of Air Traffic in Brazil, such as the Galeão Tower, APP-RJ, among others at the regional level. Teamwork - always searching for the best way to overcome challenges and achieve goals - and the remarkable trajectory as a military pilot make him a brilliant option for the General Secretariat of the Organization.

As a DECEA representative, Brig. Bertolino was a leader in transforming projects. It served as inspiration for specialists in constructing modern solutions within AIS, ATC, and ATFM, nationally and internationally, becoming a strategic link in the dialogue with the Brazilian aeronautical industry. In the direction of operations of the Air Navigation Management Center (CGNA), he was at the forefront of strategic actions and tactics to manage the flow of air traffic associated with important events, such as Pan American, RIO +20, LAAD, the visit of President Barack Obama to Brazil, Confederations Cup and FIFA World Cup 2014.By determination of the direction of DECEA, Brig. Bertolino led meetings with the aeronautical industry, debates, creation of standards, manuals, and agreements in forums to prepare for the events already mentioned. In 2007, when a crisis occurred between the ATCOs in Brazil, their performance was decisive for the management and harmonization of the scenario. According to the Brigadier, the issue of ethics is non-negotiable. This positioning, along with other attributes, led him to the post of a general officer, a recognition by the Air Force High Command with the consent of the Presidency of the Republic of Brazil. As a personal characteristic, he also has his striking features. He knows, like no one, combine efficiency, assertiveness, and a good mood for decision-making, in addition to being someone with an excellent transit between professionals from different sectors of aviation and government agencies.

Once at the head of ICAO, Brig. Bertolino will place the General Secretariat of the Organization at a time characterized by frank, participatory debate and, therefore, marked by collegiate and consistent solutions, regardless of the different views. Global air navigation will gain aggregate management for member countries, whose foundation will be based on transparency, respect, and dialogue. Brig. Ary Rodrigues Bertolino represents something exceptional for the national aeronautical sector and Latin America. The last time that a Brazilian commanded the ICAO was in 1997. Renato Cláudio Costa Pereira was president of the CERNAI (Commission for Studies on International Air Navigation) and was at the head of the Organization for six years until 2003. Having Brazil leading international civil aviation again may positively impact the already established journey of air traffic control and Brazilian agencies, which have done a very well done job over the years.

The International Civil Aviation Organization (ICAO - ICAO) is the United Nations' specialized agency responsible for promoting the safe and orderly development of global civil aviation through the establishment of standards and regulations necessary for safety, efficiency, and environmental protection of aviation. Formed by 191 Contracting States and representatives of the industry and aviation professionals, ICAO is the primary governmental entity in civil aviation. Its headquarters are in Montreal, Canada.

Brig. Ary Rodrigues Bertolino Pilot and flight instructor (with 4,500 flight hours), Brig. Ary Rodrigues Bertolino worked in the areas of Civil Aviation and Control of the Brazilian Airspace. Implemented the Air Navigation Management Center (CGNA) and introduced the concepts of Air Traffic Flow Management (ATFM) and Collaborative Decision Making (CDM) in Brazil. He was head of numerous Brazilian Air Force organizations, being part of several Inter-ministerial Working Groups of the Brazilian Government linked to Civil Aviation in the last 15 years. In 2018 and 2019, he led ATM, CNS, MET, AIS, AGA, SAR, Aeronautical Cartography, and Operational Safety. About 8,500 people were under its management.

International Experience

He has been a member of the Brazilian ICAO delegation since 1998. He was the Vice President of the Caribbean and Latin America Group (LAC3) of CANSO, rapporteur of the Automation and Database Working Group of the AIS Subgroup of the Regional Planning and Execution Group of the Caribbean and South America (GREPECAS), and Member of the Panel for the Aeronautical Use of the Public Internet - ICAO. The Regional Monitoring Agency for the Caribbean and South America Regions (CARSAMMA) has been under its supervision for 14 years. In the teaching area, he has a fruitful career as an Instructor, Strategic Advisor, and Head of the Department of Institutional Effectiveness of the Inter-American Defense College (IADC) in Washington DC - USA. He is currently Vice President of the Regional Planning and Execution Group for the Caribbean and South America (GREPECAS).

Academic Education He holds a BA in Aeronautical Sciences from the Air Force Academy (Pirassununga - SP - Brazil). He has participated in the Extension Course in Systems Analysis at the Technological Institute of Aeronautics (ITA). He did an MBA in Process Management in Science and Technology at Universidade Federal Fluminense (UFF - RJ - Brazil). He attended a Master's Degree in Hemispheric Security and Defense at the Inter-American Defense College (IADC - Washington DC - USA).
